Archived - Licence renewal billing is postponed to February 27, 2022  (Originally posted January 21, 2022)

The renewal billing activity has been delayed until February 27, 2022. Invoices will become available as they are generated starting February 28, 2022. Payment of your invoice is due prior to the expiration of your authorization on March 31, 2022.

 

Archived - Update on licence renewal for fixed point-to-point systems (Originally posted March 22, 2021)

If you currently have a valid licence for a fixed point-to-point system expiring on March 31, 2021, please note the following:

  • Production of licence renewal invoices for fixed point-to-point systems for the 2021-2022 fiscal year will begin on March 26, 2021, using the new fee model, which will come into force on April 1, 2021.
  • Annual licence renewals for fixed point-to-point systems will be based on these invoices and you must submit payment by May 7, 2021, in order to renew your licence.
  • All holders of valid fixed point-to-point licences expiring on March 31, 2021, are hereby granted a temporary authorization to operate between March 31, 2021 and May 7, 2021, under the same conditions as their current licence.
  • Information will be updated on Innovation, Science and Economic Development Canada’s Licence Fee Modernization web page when the amended regulations become publicly available in the Canada Gazette, Part II.
  • Please note that effective April 1, 2021 once the new fee model has been applied in the Spectrum Management System, the Point-to-point Fee Change Preview Report will only show your current fees.

 

 

Archived - Please note "Change Selection" button behaviour (Originally posted December 14, 2020)

When using a functionality where you use the Change Selection button to select an account, the system will change the account selection but return you to the main menu of the Spectrum Management System webpage. You will need to navigate back to the desired page to work with the selected account. We apologize for any inconvenience that this may cause.

The licence modification features for the Radiocommunication Licensing Services Radiocommunication Licensing Services have been re-enabled following the successful completion of renewal invoice generation.

Archived - Update on the availability of licence renewal invoices (Originally posted February 22, 2021)

Invoices for most radio and spectrum licences will be available starting February 27, 2021. You must pay your invoice by March 31, 2021, prior to the expiry of your licence(s).

Production of invoices that include any fixed point-to-point licences whose fees are under review, will be delayed to mid-March. Details regarding the payment of these invoices will follow.

ISED is providing licensees of fixed point-to-point systems access to the Point-to-point fee change preview report. The preview report will permit you to compare the annual fees that you are paying today for each licence with those that you are projected to pay under the proposed new fee model.

Archived - Reminder that licence fees are due September 1, 2020 (Originally posted August 19, 2020)

Due to the COVID-19 pandemic, the Minister of Innovation, Science and Industry made decisions deferring the requirement to make licence fee payments to September 1, 2020 (see notices dated March 31, 2020 and June 2, 2020).

As that date approaches, Innovation, Science and Economic Development (ISED) would like to remind you that if you have not yet paid your annual radio or spectrum licence fees for the 2020-2021 fiscal year, you must do so. Please refer to the invoice sent earlier this year and submit your payment as soon as possible. You can also access your invoice through your Spectrum Management System (SMS) account .

If you modified an existing radio system since April 1 and the change resulted in a fee increase, please pay the fee amount originally invoiced for your annual licence renewal first. Once that payment is processed, you will receive an invoice for the adjusted amount. For those who received a new licence since April 1 and have not yet paid their fees, you will receive an invoice over the next few weeks indicating that payment is due.

ISED thanks you if you have already submitted payment for your fees. Many payments have been processed and the remaining are underway. ISED will contact you should there be any issues during the processing of payments.

Once your payment is processed, your licence can be accessed using ISED’s SMS website . For spectrum licences, payment will be applied to satisfy the amended condition of licence requiring payment of annual fees by September 1, 2020.

Archived - Notice Regarding Licences Issued between April 1, 2020 and September 1, 2020 (Originally posted June 2, 2020)

 

  • ISED has implemented interim measures to issue new spectrum and radio licences where there is an immediate requirement for radiocommunication operations.
  • Please be advised that due to the current COVID-19 situation, the payment of fees that would normally have been required before the issuance of a new licence, has been deferred to September 1, 2020.
  • Note that it is a condition of all licences issued between April 1, 2020 and September 1, 2020 that fees must be paid for the entire term of the licence by September 1, 2020, in order to maintain its validity after September 1, 2020.
  • For more information please consult our Frequently Asked Questions . You may contact your local district offices should you have any questions about a licence that has been issued to you on or after April 1, 2020.

 

Archived - Impact to our Service Standards due to COVID-19 Temporary Workplace Measures (Originally Posted April 13, 2020)

 

  • Innovation, Science and Economic Development Canada (ISED) is working diligently to ensure the continuity of its services during the COVID-19 outbreak. However, the delivery of some services may be impacted by the current workplace measures in place to protect the health and safety of Canadians and reduce the spread of the virus. Consequently, ISED will not be able to ensure compliance with its service standards until further notice.

  • We will keep you informed of any adjustments to our services taking into account developments in the evolving COVID-19 situation.

 

Archived - ISED extends the date for making payments from March 31st to September 1st, 2020 for Spectrum and Radio licences (Originally Posted March 31, 2020)

ISED is not currently processing licence renewals or payments of annual fees at March 31st as it normally does due to the COVID 19 situation. However, we want to assure all current licensees that they can continue to validly operate under the Radiocommunication Act after March 31st.

Accordingly, all current licensees may continue to operate at this time in accordance with their current conditions of licence up to September 1st, 2020.

The Minister of Innovation Science and Economic Development hereby:

  a)  Grants all holders of current valid Radio Licences expiring March 31st, 2020, a temporary authorization to operate between now and September 1st, 2020, on the same conditions as their current licence.
  b)  Amends any current valid annual Spectrum Licences expiring March 31st, 2020, by extending their terms to end on September 1st, 2020; and
  c)  Amends any current valid Spectrum Licences expiring after March 31st, 2020, that has a condition requiring payment of annual fees by March 31st, to provide that, for the 2020-2021 year, payment may be made by September 1st, 2020.

Please note that ISED will provide further details on the renewal process and on annual fees for the 2020-2021 year in advance of September 1st, 2020.

ISED thanks those who have already paid their fees in advance for the 2020-2021 fiscal year.

In the meantime, licensees must continue to respect the current terms and conditions of their licences and all relevant provisions of the Radiocommunication Act and Radiocommunication Regulations. ISED will not physically issue new authorizations or amended licences as a result of the decisions noted above but will treat current valid licences as proof of authorization between now and September 1st, 2020.
